The current MEPSI certificate reads "The Committee is unable to give an opinion, the 8 reales green on brown was not available for use in Lagos during the time of this letter.". Still, there was a stamp shortage in the summer of 1863 and it is possible that this stamp was brought in from another district and used provisionally during this time. This cover is being offered on its own merits "as is".
