Controversy still exists over the significance of the "Blue Franks". Many believe that it was a steamship frank, as they came into existence when the steamship cancels disappeared in 1854, while others have conjectured that they may have denoted a special service.

It is speculated that the blue frank designated special carriage on the Sacramento River steamboats, because Wells Fargo's handstamped "Steamboat" markings cease to appear at just the time when the blue franks come into use.

ONE OF SIX RECORDED USAGES OF THE BALLOU'S FRASER RIVER EXPRESS BLACK RIBBON FRANK.

Ballou's operated from Victoria B.C. to the mines on the Fraser and Thompson Rivers in British Columbia starting in 1857. In 1862, Ballou sold his business to Dietz and Nelson's.
