This issue was produced specifically for The Bell Pharmaceutical Company by the Post Office Department in 1911, used to send samples of their products to physicians, these 3rd class packages were put through the first class cancelling machines at the Orangeburg Post Office which accounts for the majority of the surviving examples having creases and tears, as most philatelists were generally unaware of this stamp's production, this issue became a major rarity
