The 5c provisional surcharge was necessary due to a shortage of 5c stamps just after the transition from Postmaster Whitney to Jackson. The Type II numeral with short flag, applied by postmaster Jackson, is much rarer than the Type I numeral with long flag applied by his clerk, Alvah Clark.
