mourning cover posted locally in Basse Terre by Basse-TerreGuadYvert #12, Scott #12, 1891 30c Brown with provisional "Guadeloupe" overprint, imperforate, single of this exceptionally rare provisional issue, four clear to large margins, tied to mourning cover posted locally in Basse Terre by "Basse-Terre/Guadeloupe/27 Dec 94" c.d.s., repaired tear below the overprint that is hardly apparent, very fine appearance; it is hard to speculate exactly why this tiny cover is franked as it is, in January 1885 the internal rate was changed from 20c for 10 grams to 15c for 15 grams, this later rate applied to locally posted covers as well as elsewhere in the country, so this is correctly franked for a double rate local cover but it is hard to see how this small cover could be double weight, perhaps this is the only stamp the sender had at hand, nevertheless this is the only recorded example of this rare stamp on cover. ex-Stone.
